I have yet to see a phone interview that is done right. The people doing the phone interview are usually the wrong people: They eliminate the right candidates and they recommend the wrong candidates.

The real problem lies with the quality of the interviewer (usually s/he's HR, non technical, by-the-book kind of person).

@PM: I totally agree that HR phone interviews don't make any sense unless the only purpose is to screen for basic, factual information - and you don't really need a phone call for that.
