These are terrific an timely ideas around the search and outreach process for finding your ideal "best" candidate. I would add an internal, company wide contest or promotion that could ask your current employees' to REFER, likely and hire-able candidates that they come across in performing their daily responsibilities; including friends.

@Miguel: I love this idea, as the best hire is a known hire.
